In Anping, he refuses to join either the magistrate’s camp or the entrenched local clans, leaving his own following the weakest of the county’s three factions. His affection for Chu Bai grows out of respect for competence, integrity, and ambition. Although losing Chu Bai’s daily service is inconvenient, he reduces the young officer’s workload to support his Heavenly Examination preparations. A year later, Zhang visits the Prefectural Dao Academy to recruit personnel and is astonished to find Chu Bai at the top of the Immortal Clerk examination list. He personally offers him a post in Anping’s newly merged Evil Suppression Office, where Chu Bai ultimately becomes Patrol Banner Commander 113.

The merger addresses more than a staffing shortage. Unclear responsibilities between the former Law Patrol and Demon-Slaying offices had allowed rival factions to obstruct Zhang’s investigations.
