"That's true." Will nodded. Between the International Statute of Secrecy and the Muggle-Repelling Charm, wizards and Muggles rarely came into contact. In the original timeline, the Ministry of Magic had even sent Aurors to protect the Muggle Prime Minister during the chaos after Voldemort's return. What did that tell him?
It meant that even the Muggle Prime Minister couldn't put together a competent team of wizard enforcers. There clearly weren't many wizards in the Muggle World, or most of those who had joined it were of little use.
And even Voldemort hadn't revealed the Wizarding World to the public. What he wanted to rule was the magical world and all its wizards, not the Muggles.
