It was a pity he had no Veela Test Subjects. They might have made the research easier, since their transformations were both reliable and convenient. Even if he wanted to capture some, few Veela committed serious crimes. When these beautiful beings became entangled in illegal activity, they were usually the victims. Poaching was a serious problem in the Wizarding World.

In 1939, Bavaria had even seen a major Veela-trafficking case.
