Scrimgeour's face remained stern. Much as he hated to admit it, the other man's words were true.

Will's words sent towering waves surging through Scrimgeour's heart.
"What do you—what exactly do you want, sir?" Scrimgeour asked, choosing his words carefully.
"First, to bring peace to the wizarding world," Will said calmly. "Like you, I will use whatever means necessary to bring it peace. The difference is that you tried to stage a coup, while I chose another path."
"Now it is your turn to choose again, Rufus." Will turned around, a gentle smile on his handsome face. "Of course, you may doubt my true intentions.
You may believe I am merely deceiving you with these words, using you to control the Ministry of Magic and satisfy my own selfish desires at the expense of the entire wizarding world.
