In the manga, Sanji and Niji had a brief fight. Niji wasn't wearing his Raid Suit, but he still used Electric Blue's special ability.
In other words, they could use their special abilities on their own. The Raid Suits probably enhanced their abilities across the board.
Later, when Sanji wore his Raid Suit for the first time, he felt his Lineage Factor change. Another purpose of the suit was probably to activate, develop, and strengthen the Lineage Factor.
But Sanji had developed Diable Jambe himself, without wearing a Raid Suit. His talent was one in a million.
Rubick asked, "Based on that story, what kind of ability do you think you should have?"
"Uncle, can I really have a special ability? Forget my father and siblings—even I've always thought I was the most ordinary one."
"Go on, take a wild guess," Rubick said reassuringly. "It won't hurt."
