Sengoku voiced his question. Broadly speaking, this had something to do with war.
But since this was a game Shiki had devised, it certainly would not be that simple. It had to be a special kind of war.

"Right here on this island, one month from now, our side will send a batch of pirates here, and your Marines will send a batch of your own men."
"From that moment on, the war begins."
"I don't know what arrangements you Marines intend to make."
"But anyone who kills a Marine will earn two hundred thousand Beli. Kill five hundred Marines, and you'll earn a hundred million Beli."
"One Marine sergeant counts as ten Marines, a field officer as fifty, a commodore as a hundred, and a rear admiral as two hundred. As for a vice admiral, he counts as four hundred."
With a smile, Shiki said the words that made the Marines grit their teeth. Many of them, Sengoku included, could not help clenching their fists.
This was essentially putting bounties on the Marines' heads. To the Marines, it was an outright humiliation.
There were already plenty of bounties on Marines in the underworld, but those were hidden in the shadows.
That was nothing like Shiki putting bounties on them before the entire world.
"As long as I'm alive and this island is still floating in the sky, this bloody war will keep going. Neither side may have fewer than five thousand people here."
"Here and now, in my name, Shiki, I declare that anyone who is a pirate may take part in this bloody war. Through killing alone, you can earn endless Beli."
