Everything before this had merely been a warm-up. The Bloody War in March had left gaps throughout the Four Seas, and the Marines needed to resolve some of the resulting problems beforehand.
In particular, they needed to restore stability to certain important islands and sea areas. Recruitment sites would also be established on those islands.
Most importantly, they had to open the sea routes connecting the major regions, allowing those who wanted to become Marines to reach the recruitment sites safely.

Countless people with no home to return to, whose families had been torn apart, who carried hatred in their hearts and wanted to slaughter every pirate, or who merely wanted to survive, embarked on the path to becoming Marines with their blood burning.
