Cyrik pushed open the door and entered the Fleet Admiral's Office. Sengoku was already inside, seated at the head of the room and handling paperwork.

"You're here, Cyrik. Have a seat. I'd like to hear exactly what you have in mind."

Sengoku had heard that Cyrik was back at headquarters. He looked up and smiled.

He wanted to know how Cyrik intended to clean up this mess.

A conversation over a Den Den Mushi hadn't been enough to tell him what Cyrik would do.

He needed to understand Cyrik's plan and prepare in advance, so Cyrik's actions wouldn't catch him off guard.

Even the unrest within the navy would take advance preparation to contain, as would managing public opinion.

In many respects, Cyrik couldn't act alone. He needed Sengoku's approval and help.

Both Sengoku and Tsuru knew Cyrik wouldn't make a simple, conventional move.

Especially since Cyrik had turned down Sengoku's offer to assign him support personnel.

They needed to reach an agreement on many things.

Cyrik held nothing back from Sengoku. He produced the list he had prepared and laid out his plan to purge the Criminal Investigation Department from within.

He also explained how he intended to use personnel transfers at headquarters to place his people in various branches.

Cyrik wouldn't act right away.

The Criminal Investigation Department only needed to show a little change: catch the occasional corrupt Marine and put other Navy Officers on notice.

There would be change, but not too much.

That would lull people into complacency.
