In the original story, Ringo Ameyuri was the first wielder of the Lightning Blades, Kiba. She had been one of Kirigakure's Seven Ninja Swordsmen of the Mist, and those blades were her weapons.
Now, she was also the only Genin present who had earned a Ninja Blade through her own strength.
Sunagakure and Konoha had sent strong Ninja to the Chunin Exam. Why would Kirigakure do any less?

"Karura, what do you make of them?" Rasa asked, his face expressionless.
"Rasa, the Konoha group is so weak. They really are just Genin." Karura formed Hand Seals and sensed them, then spoke with a hint of disappointment.
"Kirigakure's group, on the other hand... I can sense several very powerful fighters," Karura added.
"Did Konoha just pick a few people at random to compete with us?" Pakura could not help asking.
"Who knows? Maybe this is all Konoha has to offer," Rasa said.
"Such powerful Chakra!" Karura suddenly exclaimed.

"What's wrong?" Seeing Karura sway, Pakura gently steadied her.
Rasa, however, showed no concern for Karura's condition.
"Powerful Chakra? Whose?" Rasa was more interested in what Karura had just said than in how she was doing.
"Thank you," Karura said softly to Pakura. Then she discreetly pointed toward Uchiha Yin and the others, who had only just arrived.
