At the thought, Ralts looked at Lugia pitifully.
Seeing her expression, Lugia smiled knowingly and said, "Ralts, you used too much Psychic Power just now. Try using less of it!"
Ralts nodded, though she only half understood. "Okay, Master!"
Then she lowered her head and tried using Psychic Power on the water bottle again.
Ralts had thought she was already using as little power as possible, but now she realized it had still been too much.
The trouble was that Ralts wasn't very good at controlling her Confusion. A mental hurdle still stood in her way.
She believed she couldn't do what Lugia had asked.
Lugia knew what she was capable of. It was precisely because she couldn't control her Psychic Power accurately that the bottles kept bursting.
With Lugia's advice fresh in her mind, Ralts calmly studied the bottle before her.

Ralts imagined her Psychic Power as individual strands of hair, but to her frustration, she couldn't control those fine strands at all.
She focused harder and forced out a single strand of Psychic Power.
Then she guided it toward the bottle.
To her astonishment, the water inside began to turn.
Slowly, it formed a whirlpool.
Ralts was thrilled. But the moment her excitement surged, the bottle burst once more.
This time, though, she wasn't upset. She was beside herself with excitement.
She had only been testing whether this new approach would work.
The result delighted her.
She had made the water in the bottle spin.
Ralts looked up at Lugia, her face glowing. "Master! I've figured out the trick!"
She broke into a happy smile.
Lugia was genuinely happy for her.
But he couldn't let her get carried away.
So he said sternly, "Ralts, I'm glad you've made it this far. But it's too early to celebrate."
