Orange District was one of the eight major districts of San Andreas. It lay in the western part of the city, beside the Pacific Ocean. Its population exceeded three million, and its administrative seat was Santa Ana.
The Villainous League was one of the most powerful criminal organizations in San Andreas. It controlled the lifeblood of Orange District's underground economy, running casinos and hotels, trading in sex and influence, and manipulating the gambling and tourism industries.
The Villainous League's reach extended into every corner of Orange District. Its power even surpassed that of the local government, making it the city's unseen ruler.
In Santa Ana, Orange District's political and economic center, two tall buildings stood out on Santa Ana Avenue. One was stately and old-fashioned, apparently more than a century old. The other was lavish and imposing, a clear newcomer among the surrounding buildings.
The stately building was the Orange District government building. The only structure that could rival its grandeur was the Villainous League's headquarters.
Most of the Villainous League's business was too shady to see the light of day, but on paper, it was a local giant in real estate and tourism. The taxes it paid each year alone amounted to a staggering sum.
That was one reason its headquarters could stand on equal footing with the government building.
The building rose sixty or seventy stories and stood three or four hundred meters tall. It was one of Orange District's landmarks and a symbol of the Villainous League's rule.
Unfortunately for the Villainous League, its uncontested rule over Orange District might soon come to an end.
