Annan, the Blue Dragon Group, and the Ratfolk reached an alliance in the Council Hall of Golden City in the Broken Mountains.
The terms were as follows: the Broken Mountains would be shared property of all three parties. The Blue Dragon Group would manage and rule them, retaining all tax revenue. The three parties would help one another defend against outside enemies, but only within the Broken Mountains.
Francois Big Book, serving as Recorder, wrote at length: All in all, it was only a limited alliance. But like the first sprout of life, it was a beginning—the starting point the The Faction had dreamed of. Humans, Dragons, and Ratfolk, three races that seemed to have nothing to do with one another, had been bound together by shared interests and friendship (questionable).
It would not be the moment a legendary figure raised the staff of Divine Authority in a bard's tale. But it would make a fitting opening for any number of stories: "The wheels of history slowly began to turn," or "He would forever remember that peaceful afternoon."
The Old Clan Chief and the Ratfolk Elder left the Council Hall one after the other. Annan deliberately slowed down to wait for Wilson to come out.
Though he and the Broken Mountains People had been served up as items on a menu, Wilson was not upset at all. He was even a little pleased—he had never imagined he would get a share.
Laborers toiling in the mines could forget about sharing the owner's profits. They did not even get paid.
As for Melanie... Though she stood on the other side and was an enemy of the Grand Lord, Annan honestly found it hard to dislike her.
