"Director Zhou, I was just joking. Don't take it to heart," Shen Bing said. "But this doesn't seem to be your jurisdiction. How did you find the time to wander over here?"
Director Zhou pretended not to hear the teasing in Shen Bing's words. Gao Jingchuan had already told him that this was simply how the man was.
"I don't have as much free time as you, Chairman Shen. I'm here for work. I've been transferred to the municipal bureau, and I'm in charge of security for this event."
Shen Bing was slightly surprised, though he kept it off his face. "Then congratulations are certainly in order, Director Zhou. Was there something you wanted to see me about?"
Director Zhou glanced around. Seeing that no one was paying attention to them, he lowered his voice. "Chairman Shen, given our positions, it wouldn't be appropriate for us to meet privately. But there's something I can't discuss openly either, so I had to find an opportunity like this."
