His surprise was understandable. Under the strategy the company had established at the outset, the larger the city, the tighter the restrictions on Dream Glass. Neither the prices nor the project scales were remotely comparable to those in ordinary major cities.
In Shen Bing's plans, every Dream Glass project in a megacity had to come reasonably close to Disney's project, even if it could not quite match it.
