That was mainly because the Emperor Armor and the Shadow Emperor resided in those two universes, while their clashes took place in the Reality Universe.
The Shadow Emperor would not court death by going to the Light Universe to challenge the Emperor Armor, and the Emperor Armor would not go looking for trouble in the Dark Universe for no reason.
