Creating a plane had never been a simple matter.

Even though the God Kings of the Divine Realm could casually seize other planes and easily destroy one, that did not mean they possessed the strength to create a plane.
Otherwise, the Divine Realm would have far more planes under its dominion.
If any God King could create a plane, would expanding the Divine Realm not be a simple matter?
Take the Destruction God King and the Life God King, for example. Both possessed power at the God King Realm, but creating an entirely new plane was utterly beyond them.
Only if the two could resolve the conflict between their rules, becoming one in heart and mind and joining forces, would that become possible.
