Three: perfect Yin-Yang Release, with a complete repertoire of techniques drawing on both yin and yang powers.
The first condition alone ruled out most people.
According to Amado's intelligence, only the former Madara Uchiha and Naruto Uzumaki had awakened Rinnegan in both eyes. The others, including Sasuke Uchiha, had only one.
Every last one of those others could only be considered an entry-level Six Paths wielder.

There was only one Ten-Tails in the shinobi world. In other words, there might be many entry-level Six Paths wielders, but there could only be one complete Six Paths wielder who posed a genuine threat.
To eliminate that potential threat, he only needed to seize the nine tailed beasts that formed the Ten-Tails. He did not even need to take all of them. Taking just one would leave the Ten-Tails' power incomplete.
