Jin Uchiha hadn't had the slightest trace of a smile on his face when he said that.
He wasn't joking.
He hadn't wanted to be Head of the Military Police Force in the first place. He'd been forced into the position.
If someone came running to ask why every time he did anything, he might as well stop working altogether and spend all his time explaining himself.
That was the real issue.
If they were all smart people like Kazama Nara, who could figure things out from a few casual remarks, it would have saved him some trouble.
But these Uchiha just didn't have the brains for it.
Even if he broke everything down and explained it word by word, they still might not understand.
"No problem." Tekka looked utterly serious as he said bluntly, "Please explain it to me, Elder Yan."

Uchiha Tekka dropped to one knee.
He knew perfectly well that what he'd done was out of line.
Jin had warned everyone in advance at last night's Clan Meeting.
But he really had no other choice.
He was genuinely frightened. He had to understand this, or he wouldn't be able to do his job going forward.
So, to show his remorse, he offered the greatest sincerity he could.
He knelt on one knee.
For an Uchiha, unless he acknowledged someone from the bottom of his heart, he wouldn't kneel even before the Clan Head.
Tekka was willing to do this largely because he approved of how Yan Uchiha had just handled the situation.
They hadn't caught the thief, yet the villagers had come away satisfied.
Even Shinichi Uchiha had benefited.
Meanwhile,
Yan Uchiha had looked thoroughly laid-back, but his expression grew serious when he saw Tekka drop to one knee.
There was no helping it.
