"This Fourth Mizukage was the ruthless man who turned Kirigakure into the Bloody Mist Village back then. Who knows what his attitude toward the Uchiha Clan really is? It certainly gives us plenty to think about."
"After all, everyone thought he had already been killed. Yet now we hear that he killed Shisui Uchiha instead and returned to Kirigakure with his body."
"And rather than canceling the agreement to hold this round of the Chunin Exam in Kirigakure, he has upheld it. He hasn't mentioned taking issue with Konoha, either. That makes him even harder to read."
As he spoke, the Third took out another proposal.
"Given these factors, it would be better not to send Sasuke Uchiha to Kirigakure for now. In fact, I would also advise against sending Hinata Hyuga, since she possesses a kekkei genkai.
"Let's wait another year. I've already decided to invite both Sunagakure and Kirigakure to next year's Chunin Exam, which will be held here in Konoha."
