It was the supreme, most powerful dojutsu residing within the Ōtsutsuki bloodline.
According to the records (Black Zetsu's confession), Infinite Tsukuyomi was not exclusive to any particular dojutsu. Rather, it required the Ōtsutsuki bloodline, and only a being who had reached reversion—in other words, the level of Six Paths transformation—could use it.
Even sufficiently powerful members of the Ōtsutsuki Clan could only cast it with the God Tree's assistance.
Its ability was to control the consciousness of everyone within the genjutsu's range.
After obtaining the God Tree Fruit, Kaguya Ōtsutsuki had once cast Infinite Tsukuyomi over the entire world.
Faced with that absolute disparity in strength, not a single human at the time could resist Kaguya. Naturally, all of humanity fell under her control and became nourishment for the God Tree.
The Ōtsutsuki Clan ordinarily farmed planets, using a planet's energy as soil to cultivate the God Tree and its creatures as nourishment for the fruit. Once the fruit ripened, they took it and set out across the Milky Way in search of the next planet.
