Inside the Hokage Building on Konoha Star...
The Hokage Building now stood atop the highest cliff on Konoha Star, with full-body likenesses of the Past Hokage carved into the cliff below. Built right along the cliff's edge, it was far from small: over a hundred meters tall, with thirty-three floors, many of which were already occupied by civil servants hard at work.
"The Residential Area and Education Area are nearly finished now, and the transport links between them are in good shape too. We can open them to Konoha's residents," Orochimaru said, looking up from the documents in his hands at Jiraiya.
"Then what are we doing about Konoha's schools?" Jiraiya scratched his head.
He still couldn't figure out how he had ended up as Hokage Assistant. He didn't understand any of this stuff, so why had they dragged him into it?
"For Konoha's schools, this is what we agreed on. The six-year programs at the Ninja Academy and Experimental School will be divided into three years at each campus. Starting in fourth grade, Ninja Academy students will attend the school on Konoha Star. The same goes for the Experimental School," Orochimaru explained fluently.
Jiraiya picked his nose and nodded in agreement. If they opened hot springs here, they'd get loads of customers, wouldn't they? Heh heh heh. His mind was on something else entirely...
"I'm also considering and planning the relocation of the village's departments. For family-run departments like the Uchiha Police Station or Uzumaki Fire Department, we'll establish headquarters here and keep branches in the village. And then..."
"Orochimaru! Enough! You don't have to explain! I get it! Anyway, I brought you these documents. I'm off!" Seeing that Orochimaru was about to keep going on and on about policy issues gave Jiraiya a headache. He hurriedly set the
