In early March of Konoha Year Fifteen, Hiruzen Sarutobi and Torifu Akimichi led their troops alongside the Iwagakure Ninja Village in a major battle against the enemy. After fierce fighting, the Land of Water's regular army routed and fled. Only the Kirigakure Ninja Village's all-out efforts to cover its retreat saved it from total annihilation, but even so, the Land of Water no longer had the strength to keep fighting.
Thus, the Land of Water began peace talks with the Land of Earth. Once a preliminary agreement was reached, both armies withdrew. Hiruzen Sarutobi and Torifu Akimichi reorganized the border defenses, confirmed that their personal oversight was no longer needed, and set off for the Konoha Ninja Village.
Knowing that everyone else had already returned to the Konoha Ninja Village, Hiruzen Sarutobi and Torifu Akimichi were eager to get home and soon reached the village. While they were handing over command of their troops, Hiruzen Sarutobi's close friend Shimura Danzō came to welcome them.
"Long time no see, Danzo," Hiruzen Sarutobi greeted him cheerfully. "Has anything happened in the village lately? It looks a little different."
Shimura Danzō gave Hiruzen Sarutobi a strange look and said bluntly, "Did spending all that time on the battlefield scramble your brains? Didn't you get the message our teacher sent you? He said that with so many civilians coming into the village, any ninja clan with land it didn't need could make it available. And to accommodate the civilians, all the ninja clans would be relocated. I remember you agreeing to it."
Dealing with the large influx of civilians was the Konoha Ninja Village's first priority. Unless they were properly settled, the village could not achieve stability. Emergency measures had allowed for makeshift arrangements during the war, but those would no longer do once
