Since its founding, the department had handled news and publicity both inside and outside the village, allowing residents to learn about the outside world without ever leaving home.
Beyond reporting news within the village, the Publicity Department also worked with merchants to establish news agencies in various places. Under the department's direction, these agencies produced newspapers and spread this new medium of information. Anyone living in a reasonably prosperous area could obtain news written by the Publicity Department. Merchants from other countries also recognized its potential and contacted their own Shinobi Villages to imitate and learn from it.
The war was going very well for Konoha Ninja Village, and the Publicity Department spared no effort in covering it. It publicized the shinobi who fought bravely and the justice of the village's actions, while also disparaging and condemning Sunagakure Ninja Village and Kirigakure Ninja Village, giving the public a deeper understanding of them.
As residents of the village, the people naturally cared deeply about the war. Every piece of good news from the front delighted them.
