Kumogakure Ninja Village, however, lived up to its reputation as a shinobi village that had used Lightning Release for years. It understood the properties of lightning release chakra extremely well, and the Land of Lightning likely had materials suited to those properties. They had achieved inexpensive production of Lightning Explosive Tags long ago. Their output could easily match that of Explosive Tags, and the power they could unleash exceeded Konoha Ninja Village's earlier prototypes.
Still, with these documents in hand, Orochimaru believed the village could quickly master the production of Lightning Explosive Tags. The only potential problem was the raw materials. Kumogakure Ninja Village made its Lightning Explosive Tags with materials from its own country, and Konoha Ninja Village might not have the same ones available.
