In Sunagakure Ninja Village's case, defeat in the war had brought down both the pro-war nobles and the War Faction within the village. Given the Land of Wind's unique circumstances, if the two sides continued as they had in the past, the fall of one would leave the other exposed. Anyone with sense would not choose to follow the same old path.
