The rooftop was utterly silent. The hands on the First Team Leader's wristwatch trembled slightly, much like the violent turmoil in his heart.
"Would you rather let us use Xinhu's resources in an orderly way to rebuild Hanhai, or watch the other Blood Cities carve Xinhu up?" Gao Ming had not used any ability related to Dream Ghosts, yet his voice still carried an oppressive weight.
Only after a long while did the First Team Leader raise his head. "What use are Xinhu's living people to you? What sort of resources are they? If you intend to sacrifice their suffering, negative emotions, and lives to create Dream Ghosts, how are you any different from the Ghost Gods of the other Blood Cities?"
"How could a Dream Ghost that needs sacrifices to break through possibly stand against an unspeakable existence?" Gao Ming patted the First Team Leader's shoulder. "Don't worry. I won't touch ordinary people. My goal is to hunt other Ghost Gods. Certain accidents turned me into a Dream Ghost in reality, and I happened to learn something: those Ghost Gods' shrines and faith are a tremendous help to Dream Ghosts."
The Flesh-and-Blood Immortal had taken his final step in Dreamfold Town. He had devoured most of the town's Ghost Gods, then completed his transformation with the help of the power of belief. Had he been in Hanhai, he would probably have remained trapped at that final step forever, and there were likely quite a few Evil Ghosts like him.
"Rebuilding a Blood City requires a great deal of preparation. Hanhai is nothing but an empty shell now. If you want to succeed, you'll inevitably have to plunder." The First Team Leader was pessimistic, but powerless. He could not change Gao Ming's mind, nor could he save Hanhai or Xinhu.
