Zhang Cheng planned to take down their opponents' Nidorina first.
Nidorina had already lost quite a bit of HP to Pidgeotto and Ninjask's earlier attacks. If they pressed their advantage and finished Nidorina off now, they would most likely win.
Forretress's defenses were too strong. Attacking Forretress first clearly wasn't a good choice.

Zhang Cheng hadn't ordered Poliwhirl to use Waterfall because Nidorina had the Ability Poison Point.
Waterfall would make contact with Nidorina. If they were unlucky enough to be Poisoned, that would be trouble.
Pidgeotto was already badly Poisoned. If Poliwhirl got Poisoned too, Zhang Cheng's Pokémon would have little fighting strength left.
Taking all of that into account, Zhang Cheng chose the safer option and had Poliwhirl use the ranged move Bubble Beam.

Poliwhirl rapidly gathered water energy. Large amounts of it turned into bubbles inside Poliwhirl's mouth, and as the bubbles accumulated, they quickly formed a beam.
