After blocking Swampert's Rock Slide, Wang Lu chose to have Froslass use Will-O-Wisp, a move that would inflict a burn on the opposing Pokémon if it hit.
A burn greatly reduced a Pokémon's attack power, putting physical attackers at a severe disadvantage.
Wang Lu's decision to have Froslass use Will-O-Wisp was sound. Most of Swampert's moves were physical attacks, so being burned would greatly diminish its fighting strength.
Furthermore, once Froslass landed Will-O-Wisp, it could follow up with Hex. The Ghost-type move dealt double damage to Pokémon afflicted with a status condition.
Upon receiving the command, Froslass, hovering in the air, quickly gathered the surrounding Fire-type energy. A large amount of it converged in front of Froslass before turning into an eerie flame. The flame did not seem particularly destructive, but it gave off an unsettling feeling.
Once the eerie flame took shape, Froslass sent it hurtling toward Swampert on the ground.

Faced with Wang Lu's tactics, Zhang Cheng chose to have Swampert use Toxic. Since she wanted to play dirty, he had to return the favor properly.
