Buddhism had many Buddha-lands and Pure Lands brought into being by a spiritual leader together with the followers who believed in him. The most famous was the Ultimate Bliss World.
According to Buddhism's teachings, the present Saha World was the Saha of the Five Defilements. Its spiritual leader, Shakyamuni, had already entered nirvana and was no longer there. They had to wait for the next leader, Maitreya Bodhisattva, to descend from the Inner Court of Tusita and become a Buddha. In the meantime, it was a world without a Buddha. The Dharma passed from the Dharma Semblance Age into the Dharma Decline Age, then onward to the Dharma Extinction Age. Accomplishing anything through Buddhist cultivation in this period was extremely difficult, because there were far too many harmful conditions and conditions that drove one backward.
Thus, the Pure Land School flourished. Through the most accessible practice, people recited the Buddha's Name, using one thought to subdue ten thousand thoughts, and first went to the Ultimate Bliss World.
Going to the Ultimate Bliss World was not the final destination. It was in the True Dharma Age, because Amitabha was teaching there, and Guanyin Bodhisattva and Mahasthamaprapta Bodhisattva were there as well. One could learn from them face-to-face.
After completing their studies, they still had to return to guide and deliver the "Karmic Debtors" with whom they had once shared karmic ties. It was like finding a university with a better environment for further study, along with the three best mentors...
Zu Mountain World had come into being in much the same way. Set in motion by the thoughts and Vow Power of countless "believers," it had gestated within the void of the Great Dao. As more and more people "passed on" into it over the years, the world became increasingly real
