If Divine Lord Giant Wood had merely summoned the people he had once sent to the World of Everlasting Joy, he would already have been treading a gray area, where his actions might or might not be permissible.
After all, he had guided those people there. He bore the greatest karmic connection to their ascension to Everlasting Joy Heaven, an even stronger bond than the one between the Azure Emperor and those believers. None of them held office in the immortal realm portion of Everlasting Joy Heaven, either, so he could just barely justify it.
But directly summoning the gods of the Everlasting Joy Heaven Realm into this world was rather harder to justify.
The Haotian Law forbade heavenly gods from falling in love and having children, lest second-generation gods and immortals monopolize the Immortal Realm, turn it into a land filled with clans, and eventually place it under the exclusive control of great hereditary families.
Given a few more years, the Immortal Realm would no longer need cultivators from the lower realms to ascend. It might even reject them, obstruct them, and seal off their paths upward.
The gods of the Immortal Realm would then stand high above the Three Realms as a new "species," regarding the living beings of the Myriad Heavens as inferior creatures and enslaving the myriad worlds.
That would violate the principles of the Heavenly Dao: "taking from those with a surplus to replenish those with a lack," and "the Heavenly Dao resembles a circle, revolving through the circumcelestial cycle."
For it would instead become the human way of "taking from those with a lack to serve those with a surplus."
