Background / History

Succession to the Second Hokage

At Hashirama’s deathbed, Tobirama receives his elder brother’s request to protect Konoha. He leads the village’s farewell at the funeral and formally succeeds him as Second Hokage. His administration introduces new policies while Hiruzen Sarutobi and Shimura Danzō move toward the center of village power 10.

Hashirama’s death leaves the Uchiha uncertain about their place under the new leadership. As international tensions rise toward the First Shinobi World War, Tobirama works to defend Konoha and watches its promising younger generation 10 19 20.

Surveillance and Recruitment of Shinichi

Tobirama becomes interested in five-year-old Uchiha Shinichi after sensing chakra reserves comparable to those of elite jōnin. He assigns Senju Toka to protect Tsunade and secretly monitor the boy, whose apparent laziness conflicts with his exceptional abilities 13 14.

Toka’s reports on the Rasengan and Six Styles persuade Tobirama that Shinichi possesses more than raw talent: he can create techniques that challenge established combat theory. Tobirama refuses preemptive action while Shinichi shows no hostility, but insists that they remain ready to respond if he threatens Konoha 17 20.

At their first formal meeting, Tobirama offers access to one forbidden technique from the Scroll of Seals in exchange for Shinichi’s Rasengan and Six Styles training methods. Shinichi chooses the Spirit Transformation Technique, surprising Tobirama with a tactical selection rather than an overtly destructive one 21 22.

In Konoha Year 15, Tobirama takes Shinichi as his disciple. He openly acknowledges that mentorship will help him keep watch over the boy, while arguing that stronger abilities and greater standing in Konoha will let Shinichi protect Tsunade. Their first spar establishes Tobirama’s superiority in timing and discipline, despite Shinichi’s inventive attacks 25 26.

Kumogakure Ambush and Rescue

Tobirama accepts the Second Raikage’s invitation to alliance talks despite suspecting ulterior motives. Kinkaku and Ginkaku murder the Raikage and surround the Konoha delegation. Rather than risk the entire team in a breakout, Tobirama stays behind to cover his subordinates’ retreat 29.

He initially controls the battle with Flying Thunder God and Water Release, even wounding Kinkaku. Prolonged fighting drains his chakra, however, and the brothers’ Nine-Tails-enhanced assault leaves him severely injured 30.

Shinichi arrives before Tobirama can be killed and carries him out of the battlefield. Using Moonwalk and Ryujin Jakka’s Flame Flow Barrier, he escapes the pursuers and delivers Tobirama to Konoha’s Medical Corps. During the escape, Tobirama notices that the sword’s flames appear to use an energy system distinct from ordinary Fire Release 30 31.

Following Kumogakure’s internal conflict, Tobirama accepts Third Raikage A’s ceasefire proposal. He recognizes that A is prioritizing his village’s recovery over an unsustainable continuation of the war 35.

Retirement and Continuing Mentorship

Although Tobirama largely recovers from the immediate wounds, age and depleted vitality make succession necessary. He favors Hiruzen over Danzō, Uchiha Raishin, and the still-young Tsunade, judging Hiruzen the strongest balance of talent and clan relationships. Hiruzen subsequently becomes Third Hokage 37 38.

Tobirama retires to the Senju ancestral residence but retains a covert role. He places Shinichi in the ANBU Reserve, then reveals that Shinichi is his sole ANBU operative, intended for sensitive assignments such as monitoring Danzō and Uchiha radicals 38 39.

His later mentorship increasingly centers on research. He attempts to awaken Shinichi’s Sharingan without emotional trauma, supervises the risks of developing Ice Release, and supplies old research that includes the unfinished Zero Realm Seal 39 40 43 44.

By the time Shinichi reveals his blue Sharingan, Tobirama has quietly granted him access to his laboratory’s research and techniques—including Flying Thunder God. Despite his worsening frailty, he remains intellectually engaged and begins to see Shinichi as one of Konoha’s most important hopes for the future 47.

Appearance

Tobirama initially presents an upright, stern bearing; his later appearances emphasize the physical cost of injury and aging 21 47.

  • Hair: Short, silvery-white 21 30.
  • Eyes: Icy red, with a sharp, scrutinizing gaze 21 26.
  • Clothing: Hokage robes and a white Hokage cloak 10 21 47.
  • Later condition: Increasingly stooped posture, heavier steps, and visible exhaustion 47.

Personality

Tobirama is controlled, analytical, and accustomed to evaluating people through their potential effect on Konoha. His initial interest in Shinichi combines admiration for creativity with a willingness to eliminate him if he becomes a threat. He nevertheless distinguishes uncertainty from demonstrated hostility and chooses observation and cultivation rather than immediate suppression 17 20 25.

His distrust of the Uchiha remains visible in his insults and concerns about the Sharingan. Over time, he clarifies that he fears people consumed by the power rather than the eyes themselves, and expresses confidence that Shinichi will not follow that path 26 35.

As a mentor, Tobirama is blunt about weaknesses and reluctant to offer techniques before a student is ready. His affection is understated: teasing exchanges, board games, and unrestricted research access replace explicit declarations. His willingness to remain behind during the Kumogakure ambush also shows that protecting Konoha’s future takes precedence over his own survival 27 29 39 47.

Abilities & Skills

Flying Thunder God Technique

Tobirama created Flying Thunder God and uses its space-time movement to control positioning and deliver sudden attacks 21 26 30.

  • Repeatedly outmaneuvers Shinichi during their first spar 26.
  • Uses Flying Thunder God: Instant Slash to evade an aerial attack and finish with a kunai at Shinichi’s neck 26.
  • Places technique marks while covering the Konoha delegation’s retreat 29.
  • Evades coordinated attacks and wounds Kinkaku with Flying Thunder God Slash 30.
  • Limit: Severe exhaustion and depleted chakra slow his response enough for the brothers’ fire assault to catch him 30.

Water Release

Tobirama uses large-scale Water Release against both individual opponents and groups 26 30.

  • Water Dragon Bullet Technique: Destroys Shinichi’s attacking shadow clones 26.
  • Gathers moisture from the surrounding air to form a water dragon against the Kinkaku Force 30.

Sensory Techniques

Tobirama can assess chakra reserves and offers sensory instruction as part of Shinichi’s combat development 13 27.

  • Identifies Shinichi’s unusually large chakra reserves through a scan 13.
  • Offers a sensory technique when he judges Shinichi unready to learn Flying Thunder God 27.

Ninjutsu and Sealing Research

Tobirama is a creator of forbidden techniques and an accomplished researcher whose work extends beyond his demonstrated combat abilities 21 47.

  • Documented creations: Multiple Shadow Clone Technique, Flying Thunder God Technique, and Impure World Reincarnation 21.
  • Research archive: Forbidden techniques, sealing formations, experimental records, unfinished hypotheses, and studies concerning the soul and chakra 47.
  • Sharingan experiments: Uses Lightning Release, Sealing Jutsu, and chakra stimulation in an unsuccessful year-long attempt to awaken Shinichi’s eyes without trauma 39 40.
  • Ice Release support: Warns that chakra fusion could damage Shinichi’s pathways, supervises experimentation, and provides unfinished research 43 44.
  • Knowledge limit: Possesses only incomplete information on Kumogakure’s closely guarded Lightning Release Chakra Mode 48.

Combat Tactics and Instruction

Tobirama combines disciplined timing with practical assessment of an opponent’s weaknesses 26 27.

  • Defeats Shinichi’s mixture of clones, elemental ninjutsu, and Six Styles through superior positioning and restraint 26.
  • Identifies impulsive attacks and the absence of a decisive finishing technique in Shinichi’s fighting style 26 27.
  • Teaches Tsunade from childhood, contributing to her strong chakra control 16.
  • Uses board games as opportunities for Shinichi to learn strategic planning 39.
  • Recognizes Shinichi’s rivalry with Tsunade as useful motivation for her training 48.

Body Flicker Technique

  • Uses Body Flicker to evade Shinichi’s Air Palm during a laboratory test 47.
  • Later limitation: His weakened body cannot avoid the follow-up Gentle Fist strike, which disrupts his chakra circulation 47.

Equipment / Weapons / Items

  • Kunai — Used for close-range finishing attacks during the spar with Shinichi and the battle against Kinkaku 26 30.
  • Scroll of Seals — Gives Shinichi supervised access to select one forbidden technique 21 22.
  • Research laboratory — Contains organized technique scrolls, experimental records, sealing research, and a testing ground; eventually opened fully to Shinichi 47.
  • Ice Release research — Includes the unfinished Zero Realm Seal supplied to Shinichi 44.
  • Flying Thunder God scroll — Left within Shinichi’s reach in the laboratory before Shinichi requests it 47.

Relationships

  • Hashirama Senju — Elder brother and predecessor. Entrusts Konoha to Tobirama before his death 10.
  • Uchiha Shinichi — Disciple, rescuer, and sole personal ANBU operative. Their relationship develops from surveillance into mutual trust and the transfer of Tobirama’s research legacy 25 31 39 47.
  • Tsunade — Great-niece and childhood student. Her safety helps persuade Shinichi to accept his mentorship; Tobirama later encourages her growth through rivalry with Shinichi 16 25 48.
  • Senju Toka — Trusted Senju subordinate who monitors Shinichi, protects Tsunade, and delivers Tobirama’s summons 14 17 20.
  • Mito Uzumaki — Sister-in-law. Offers a counterpoint to his strategic suspicions by sensing Shinichi’s goodwill and recognizing his feelings for Tsunade 21.
  • Hiruzen Sarutobi — Student and chosen successor. Tobirama protects his escape during the ambush and later favors him for Third Hokage 29 37 38.
  • Shimura Danzō — Student whose extremism undermines his suitability as Hokage. Tobirama later assigns Shinichi to monitor him 29 37 39.
  • Madara Uchiha — Former battlefield opponent who resents Tobirama’s influence over Shinichi and his surveillance policies against the Uchiha 17 43 45.
  • Kinkaku and Ginkaku — Enemies whose ambush nearly kills him; Shinichi’s intervention prevents that outcome 29 30 31.
  • Third Raikage A — Ceasefire counterpart whom Tobirama regards as a shrewd leader 35.
