Izuna, on the other hand, seemed perfectly calm. Although this was also his first time hearing Tetsuya talk about building a unified nation, no decision Tetsuya made or idea he came up with would surprise him.

"Why make it all about ruling?"
Tetsuya waved a hand as he spoke.
"The way I see it, the shinobi world is so chaotic and plagued by endless warfare because there are too many countries on this land, all too fragmented.
"And the differences in terrain and resources between countries are simply too great. To survive, some countries have no choice but to attack others with more abundant supplies.
"In all three Shinobi World Wars, the Land of Fire was on the receiving end. Why? Because it has a prime location and abundant resources.
"If we built a unified nation, with a central government coordinating the resources everyone needed, wouldn't that spare us a lot of unnecessary conflicts?
"Wouldn't seeking lasting peace on that foundation be much better than having a Shinobi World War break out every ten or twenty years?"
Tobirama sank into thought. Only after considering it for a long time did he speak.
"But no one in the shinobi world has ever accomplished anything like that."
