Varian was ambitious. He was even willing to send the Stormwind away, leaving Stormwind City's waters vulnerable. If murlocs attacked at a time like this-no, murlocs were unlikely. But if some pirates grew bolder and swaggered around the waters near Stormwind City, they would not even need to attack the city to humiliate it and deal a serious blow to Varian's prestige.
Clearly, though, no murlocs or pirates dared to do such a thing. They could not withstand the retaliation Varian would unleash afterward.
So Rex could only entertain the idea privately. He could not take it seriously.
Varian was willing to commit so much because he trusted that no one would dare provoke him during the Stormwind's brief absence.

Rex immediately realized why Varian had been willing to send the Stormwind out to contact the draenei. Unlike Rex, Varian did not have information about the draenei in his head. He had made that decision because the ship they had used to reach Azeroth was simply too enticing.
It was not just Varian. Even Rex felt his heart race at the thought.
Whatever other benefits he might gain from the draenei, obtaining the technology behind their ship alone would make everything worthwhile.
That would be a qualitative leap, bringing the Kingdom of Gilneas's technological level straight from a planetary age into an interstellar one. It was an enormous advance.
