Rex thought it over carefully. Whoever had acted against the Kingdom of Gilneas certainly could not have been a member of the Alliance. Gilneas was still enjoying a honeymoon period with the various Alliance members. Rex had intended to make some moves against the Draenei and put pressure on Stormwind City, but he had done none of that yet.

Relations between the two sides were still fairly good. Apart from Stormwind City, relations with the others were even better, and the dispute with Dalaran was hardly worth mentioning.

So an Alliance member was out of the question.

Azeroth had countless races and was teeming with different powers. Besides the Alliance, there was also the Horde, so the Horde might have been responsible.

But the moment Rex thought of Thrall, the Horde's Chieftain, he dismissed the idea.

The Orcs simply lacked the capability. Even Stormwind City, a Human city, could not plant so many agents in Lordaeron City, much less the Orcs.

Besides, Rex had considerable respect for Thrall's character.

There were few people in Azeroth whom Rex respected, and fewer still among his enemies. Yet Thrall was one of them.

What he admired was Thrall's integrity. Despite growing up in such a brutal environment, he had maintained that character. He was truly like a lotus rising unsullied from the mud.

Of course, respect was one thing. Their personalities were fundamentally different, as were their ways of thinking, and they were destined to clash countless times in the future.

Secretly cutting the Wired Telegraph lines in Lordaeron City was not something Thrall would do.

The Alliance had no motive, and the Horde lacked the capability. Rex had ruled out both major suspects. Just as he was struggling with the problem, a flash of inspiration brought another possibility to mind.
