"Captain Kui, Chen Miao turned us down."
Qi Ning came to Kui Yang's office and explained Chen Miao's situation.
Kui Yang raised his brows slightly.
"He still refused after you explained the terms?"
Qi Ning shook his head.
"He turned me down as soon as I started speaking."
Kui Yang nodded.
"Then leave it at that. Since he won't join the Administration, we can't issue him the next batch of points either. They'll all go to you."
"Don't take it upon yourself to give Chen Miao a share privately. There are too many points involved. Under the rules, unofficial members can't receive that many. You could lose yours too."
Qi Ning said nothing more. He nodded and left.
Kui Yang looked at the evaluations of Chen Miao's participation in three supernatural incidents.

It was no exaggeration to say that few Grade-D Investigators in the entire Shannan City Administration had received such almost uniformly positive evaluations during their first few assignments.
Kui Yang still regretted not being able to bring Chen Miao into the Administration's ranks.
But this wasn't something he could force.
Having someone join the Administration with resentment in his heart wouldn't necessarily be a good thing.

Shaking his head, Kui Yang closed Chen Miao's file and opened another.
The file contained several photographs, all from the Wind Gate Village incident. They showed coffins, houses, Chinese pagoda trees, and the hundred-odd coffins dug up from the clearing west of the village.
But Kui Yang's gaze didn't settle on the other photographs. Instead, he stared at the decapitated corpse.
