Although they still belonged to the Order Faction, they were being brutally suppressed.

If this continued, sooner or later they would abandon their allegiance to the Order Faction.
As the Demon Emperor understood it, belonging to this faction or that faction did not really matter much. As long as people did what they ought to, refrained from indiscriminately slaughtering and torturing living beings, and respected life, they should count as members of the Order Faction.
Practicing with demonic qi should not automatically place someone in the Chaos Faction, nor should practicing abyssal demonic arts automatically make them part of the Abyss Faction.
That way of judging people was wrong.
If someone seemed perfectly amiable, practiced ordinary cultivation methods, suffered no harm, and did not affect anyone else, that counted as being orderly.
But if someone only knew how to take and never give, or was even cruel and bloodthirsty, they should not belong to the Order Faction, even if there was nothing wrong with their cultivation method.
