The Elder's beard twitched as he said matter-of-factly, "You don't have to tell me that. The only reason Konoha does things that way is that so many of its students are civilians. Shin Uchiha knew the Elder was right. However, the arrangement benefited the ninja clans, including the Uchiha Clan back then, so no one had raised the issue.

Those with power were the ones who benefited, while those whose interests suffered had no voice. Once luck and hard work brought those people into positions of power, they became beneficiaries themselves and naturally stopped opposing it.

After Shin Uchiha finished talking with the Elder and was about to take his leave, the Elder suddenly stopped him. This time, however, his expression was conflicted, as though he had something to say but could not quite bring himself to say it.
