"The fact that you could bring her back to life is already wonderful. Kushina's identity is so sensitive-how could she possibly keep living in Konoha?
Once you've settled her somewhere safe, Shin, you can arrange for her to meet Naruto.
After all, both little Naruto and Kushina have had rather sad lives.
Naruto lost both his parents just after he was born and grew up alone.
And Kushina never got to watch her child grow up. She must have regrets about that, too.
