Shin Uchiha used his Mangekyō Sharingan to control Third Hokage Hiruzen Sarutobi and asked him for access to Konoha’s Scroll of Seals. Hiruzen handed it over, and Shin began copying its techniques into his memory.

• Hiruzen noticed Shin’s Mangekyō Sharingan and secretly dismissed the Anbu and other hidden observers.
• Hiruzen activated a sealing barrier around the Hokage Office and confirmed that Shin’s Dōjutsu had placed him under control.
• Shin told Hiruzen that he did not intend to bring the Uchiha Clan back to Konoha and wanted the village to support them in secret.
