Ever since the day her father Eddard was beheaded, Cersei had kept her confined here, rarely allowing her to leave. Cersei had not killed her, but neither had she let her go. Though she was still nominally Joffrey's betrothed, everyone knew she was merely a pitiful hostage who would be forced to marry her father's killer.
In those first days, she cried every day-for her father, her sister, Jon, whom she had never liked or cared about before, and her own fate. Eventually, her tears ran dry, leaving only numbness, and she slowly learned to protect herself with silence.
Now she could only pass the long, dreary days in the company of her maid, Jeyne Poole. Occasionally, Jeyne would tell her news she had picked up outside.

They had originally intended to send her to serve as a camp whore, since she was very pretty. But when Littlefinger saw her, he said, "Keep that girl. She may still be useful." So she was spared and became Sansa's maid, caring for her and keeping her company.
Before assigning Jeyne to her, however, Cersei had spent some time conditioning her. Though she was supposedly there to care for Sansa, her real purpose was to watch her. Yet in her heart, Jeyne's loyalty to Sansa had never changed.
