Luo Mang's team escaped an ambush, learned that an attack on Konoha was being planned, and hurried to the Tower with enough scrolls to pass the exam. On the way, they encountered Hinata Hyuga's team and Naruto Uzumaki gave them a spare Heaven Scroll so they could enter the Tower too.
