Whether anyone was lurking nearby or not, Naruto Uzumaki was Kumogakure's enemy.
That might temporarily change in the face of an outside enemy, but Konoha had already swallowed nearly two-thirds of the Shinobi World. How could it possibly spare Kumogakure?
With that, the Raikage stopped overthinking it.
His opponent was already powerful, and the girl beside him was clearly an Uchiha.
He did not know what that technique was, but it looked dangerous.
If they wanted to stall, he would let them. Once Killer B and Yugito returned, the outcome would still be up in the air.
B was far too careless. He fell for that so easily. I thought an octopus tentacle had been burned, but was that really his hand?
With that thought, the Raikage looked at the charred patch on the ground.
That blackened mass did not look anything like an octopus tentacle.
The feud had already begun. Whatever happened, Kumogakure would fight Naruto Uzumaki today. He would have the village's other ninja stay alert while he fought the Hokage in front of him.
Having decided that, the Raikage began building up chakra while keeping his guard up.
Someone even brought him food during the wait.
The Raikage also had some food sent over to Naruto, but Naruto politely declined.

The real problem was that "marching" took time. However fast ninja could travel, supplying an expedition across national borders was an enormous drain on resources.
"Governing" took time. After conquering a place, how would they administer it? How would they
