Harvey raised his eyes and looked straight at Gordon.

"I need a knife. A knife that can cut out this rotten flesh. I can't do it alone. I have no law enforcement authority. I can't arrest people on the streets or search Falcone's establishments. I need someone inside the system who hasn't been swallowed by it."

"You think I can do that?" Gordon asked. "I can't even handle my own partner."

"Of course you can't. Because you're still playing by the rules." Harvey abruptly rose to his feet.

"When you're dealing with someone like Falcone, rules are meant to be broken! You think an arrest warrant will put him in Blackgate Penitentiary? Dream on! We need to be more ruthless than they are, more willing to do whatever it takes!"

Gordon frowned. He heard something dangerous in Harvey's words.

"You're a prosecutor, Harvey," Gordon reminded him gravely. "The law is our bottom line."

"Bottom line?" Harvey scoffed. He opened his hand, revealing the Two-Faced Coin.

"In Gotham, bottom lines exist to be trampled on. Have you heard about that freak in the East End who likes wearing a black cape? He's out on the streets breaking drug dealers' and pimps' bones. The GCPD has classified him as a vigilante and is doing everything it can to catch him. But do you know what I think?"

Harvey leaned toward Gordon, his eyes burning with fervor. "I think he's doing a damn fine job! As long as he can make Falcone bleed, as long as he can put fear into those Gang scumbags, I don't care what kind of monster he is. The enemy of my enemy is my friend."

"He's a criminal." Gordon met Harvey's gaze without yielding.

"He takes justice into his own hands and puts himself above the law.
