Louis glanced at the light and chuckled. "The sun? That's a bit of an exaggeration."

"I'm merely repeating what the people say." Bradley bowed slightly, but his voice was utterly firm.

He leaned back in his chair, his gaze sweeping across the files covering his desk, and felt a trace of satisfaction.

"First," Louis began slowly, "we need to completely reorganize Red Tide's governmental structure. Administration will be divided into two levels: central and local."

"Two levels?" Bradley frowned.

"Yes. The central government will be in Red Tide Main City." Louis pointed at the map on the desk. "I will directly govern the entire territory, with all military, administrative, and financial authority centralized. Orders will be issued from
