It was more like a postwar shelter, primarily intended to accommodate the humans whom Cront had forcibly transformed into Beastmen. That purpose gave what should have been a cultural and recreational facility an additional "military" dimension.

The Empire Third Steam Machinery Manufacturing Plant was responsible for the project. When Li Wei arrived at its gates, he found the plant director already waiting there.
