A scientist hailed as the foremost authority on weapons of mass destruction, he had been a member of the research team MADS and the World Government's Science Unit. He had worked alongside Vegapunk-yes, the scientist who had turned Kuma into a robot-and ranked second in the Science Unit.
"He seems to have run into some trouble, so there's a very good chance we can secure his loyalty."

"Trouble?"
"What kind of trouble?"
River was puzzled.
"There seems to have been a major explosion in his laboratory. I've heard rumors that he fled afterward."
Donquixote Doflamingo chuckled.
"I see. Then it looks like we can't let him leave, no matter what."
River smiled.
Donquixote Doflamingo smiled as well. Though he did not understand the significance of science, he knew perfectly well that anyone ranked second in the Science Unit had genuine ability and was bound to be useful.
A little while later, River met the legendary scientist.
"Caesar?"
He asked with a smile.
Caesar Clown wore an oversized robe that thoroughly concealed the clothes beneath it, but River could still see that he was wearing a distinctive prison uniform.
"L-Lord River!"
Caesar Clown's voice trembled.
