Bich Town's jurisdiction expanded to cover a thirty-kilometer radius. Every village within that area would fall under Bich Town's administration, while the original town would serve as the county's administrative center.
At the same time, Chris announced a "Civil Service Examination" that anyone could take... Players and NPCs alike.
The purpose of this examination was to recruit a mayor for Bich Town under the Personnel Department, as well as an Arbitration Officer under the Military Affairs Department to oversee public security in Bolas Fortress and the Bich Town area.
The mayor's role was easy enough to understand: the head of civil administration in Bich Town. But what was an Arbitration Officer...? Chris had actually modeled the position on the patrol inspector system of the Ming dynasty.
Chris assigned the Arbitration Officer many duties, such as screening travelers: checking people passing through checkpoints and major routes to prevent spies, fugitives, and smugglers from getting through.
Apprehending thieves: hunting down thieves, arresting criminals, and maintaining local law and order.
Combating smuggling: cracking down on smuggling
