After annexing Minicia, Bagnia had expanded from a small country into a major power in one stroke.
That expansion brought many consequences. Internally, Chris's court needed to grow, and the Bagnian government he led needed more positions to meet its new demands.
Bagnia had originally been a small country, one that Chris could govern without much difficulty. With just two institutions, the Military Affairs Department and the State Council, he could handle practically everything.
The entire country had only three major cities. Apart from the capital, the other two were semi-independent. Beyond personnel appointments, Chris hardly needed to concern himself with their development plans, so he had enjoyed a particularly leisurely life.
The Civil Affairs Department had only three leadership positions. The post of Minister of State Affairs remained vacant, with Chris performing its duties himself. The other two were subordinate positions: Minister of Foreign Affairs and Finance Minister. Marquis Dirac held the former, while an NPC held the latter.
As an NPC controlled by twenty-fifth-century artificial intelligence, he had tremendous computing power and would never embezzle funds. Serving as the Finance Minister of a small country was well within his capabilities, with no mistakes or omissions.
The NPC's lack of social tact and brusque treatment of his subordinates were no great problems either. Chris did not care about the complaints of the civil servants in the finance department anyway.
Once Bagnia formally annexed Minicia, however, that small-government model no longer worked. Even with an intelligent NPC's assistance, Chris was overwhelmed by his additional duties as Minister of State Affairs. He urgently needed others to share the work and responsibilities.
Chris knew perfectly well that, besides promoting more mid-ranking officials, he had to change the original streamlined structure.
