"Absolutely not. Sugar is an important strategic resource. I have no spare sugar for you to trade. All I can give you is refined snow salt, some attractive ceramic tableware, and dried tea leaves.

I won't give you any other surplus goods. The army is about to march, and the boys need sugar."

At the edge of the central square inside the army camp, Chris spoke impatiently to Isaac beside him.

Ever since returning the previous night, Isaac had been pestering him. Even now, at noon, he brought up sugar whenever he found an opportunity.

Chris was busy. He had two main priorities at present.

First, he had to commission the recently established Black Powder Workshop, giving its workers new instructions to speed up and prioritize black powder production without compromising their safety.

Second, he had to call up the militia and the farmers for the grain transport teams. The militia had already assembled, and choosing the hundred bravest men was no great difficulty. Their captains knew their subordinates well.

The difficult part was organizing the farmers into grain transport teams that could deliver supplies to the front in an orderly fashion.

Connie had stepped forward to take some of that burden off Chris, but there were still many matters he had to handle personally.

There was no helping it. Connie was illiterate too. Unless Chris prepared rules and procedures beforehand that she could understand and carry out, the grain transport teams would probably cause even more trouble.

Aside from the players, Chris had no educated people under his command. He had to do so much himself that he was growing frustrated, and had begun considering whether to offer these administrative jobs to players who might be interested.
