To leave Whale Island, one had to take a boat to the mainland beyond it. The surrounding waters were extremely unpredictable as well, producing earth-shattering tsunamis from time to time, making them impossible for ordinary ships to cross.
Fortunately, the town was self-sufficient and had not become some isolated paradise. Otherwise, it would have long since turned into a deserted island with a dwindling population.
Perhaps that was what Ging Freecss had valued when he chose to leave his son here.
Of course, Gon's future still depended on his own strength.
The goal Ging Freecss had set for Gon before allowing him to go to sea was likely meant to test whether his son truly was exceptional.

Little Gon Freecss looked at Uchiha Hikaru with a face full of expectation.
"Oh? Why do you want to become as strong as me?"
"I want to become stronger and go to sea to find my father. Aunt Mito said that as long as I could catch the Swamp King, she would allow me to leave town and go out into the world."
